iOS 16.5 and other platforms get beta 3

Beta 3 is published for iOS/iPadOS 16.5, macOS Ventura 13.4, watchOS 9.5 and tvOS 16.5. Xcode did not get new beta yet.

No notable changes are reported for this beta, except for removal of bitcoin white paper from Preview.app bundle.
